かつて、徳川家康も好んで鷹狩りに訪れた忍城周辺であります。その沼地が形成する自然環境で家康や歴代忍城主たちが鷹狩りにいそしんだ。
行田市は、忍城の城下町としてだけでなく、明治以降は足袋の町として、更に時代を遡れば古墳に代表される古代の歴史と文化に特色をもった町として発展してきました。
現在、造られた櫓は、かつての忍城にあった櫓をモデルに再建したもので、二階から展示室になっています。最上階は展望台として現在の行田を見ることができます。
忍城は、文明十一年（1479）頃までには、成田氏により築城され以後約100年にわたり成田氏の支配する時代になりました。
天正十八年（1590）秀吉と小田原北条市との戦いの戦いの中で、石田三成らによる水攻めを受けます。
この戦いにより、忍城は開城し、成田氏100年の支配が終わり、関東に入国した
徳川家康の持ち城となりました。
